Bu çalıĢma, Osmanlı Devleti‟nin mahkeme kayıtlarını kapsayan Ģer„iye sicillerinden Rusçuk‟un H.1192-1193/ M.1778/79 yıllarına ait R–8 numaralı defterinin transkribe edilmesi ve dönemin sosyo-ekonomik hayatının incelenmesi amacıyla yapılmıĢtır. Bu sayede çok değerli bilgiler istifadeye sunulmuĢ olacaktır. R–8 numaralı Rusçuk ġer„iye Sicili, Bulgaristan‟ın Milli Kütüphanesi olan ve Sofya‟da bulunan Cyril ve Methodius Kütüphanesi ġark Koleksiyonu‟nda mevcut olup mikrofilmleri Tarih Bölümü öğretim üyelerince üniversitemize kazandırılmıĢtır. Defterin bugünkü alfabe ile yazımı sırasında basit transkripsiyon kuralları uygulanmıĢtır. Transkripsiyonu yapılan metindeki hükümler, tarihsel bakıĢ açısı ile değerlendirilmiĢ ve o dönemin sosyo-ekomik hayatı hakkında bilgi verilmiĢtir. Konuyu tamamlamak bakımından Osmanlı hukuk sistemi ile ilgili birtakım kavramlar tanıtılmıĢ ve Rusçuk Kazası‟nın tarihi hakkında kısaca bilgi verilmiĢtir. ÇeĢitli konularda 423 adet hükmün yer aldığı defter, dönemin siyasi, sosyo-ekonomik, askeri ve kültürel yönleri hakkında fikir vermektedir. Bu bilgiler ıĢığında Osmanlı Devleti‟nin merkez dıĢındaki uygulamaları ve Tuna kıyısındaki Ģehrin Osmanlı tarihindeki önemi de ortaya çıkmaktadır.
This study aims to transcribe and evaluate the judicial book of no R – 8, which contains sheriah judical records of the town of Rusçuk of the Ottoman Empire. The transcription and evaluation of this material may present a valuable source of inormation for further resarches. No R – 8 Rusçuk Sheriah Court Record is available at Oriental Collection of Sofia Cyril and Methodist Library in Bulgaria. The microfilms of the material were brought in by the members of the History Department of the EskiĢehir Osmangazi University to the same university. On the basis of current Turkish alphabeth, simple (standard) transcription rules were used during the transcription of the material. Verdicts in the text were evaluated by a historical view point and the reader is provided with ample information about the socio-economic life of the relevant Era. Some concepts considering the Otoman Legal System, to make complementary contributions to the topic, were explained and a short history of the town of Rusçuk was introduced to make the subject more clear. The register book, which contains 423 verdicts, gives some idea about the politics, the socio-economic life, and the military and cultural aspects of the Era. Through these information, the provincial practices of The Ottoman Empire may be better comprehended and the importance of the city located by the river Danube can be better seen.
