Özet:
This study aims to examine the strategic plans developed by higher
education institutions and determine whether there is a consistency between the main
elements in the content of the plans and whether the strategic plans are developed as a
product of a conscious effort following the nature of the strategy phenomenon.
Method: In this study, which examines the strategic plans of state universities’
with descriptive analysis method, by subjecting them to document analysis, it was
sought to answer whether the vision and mission of the institutions shed light on their
strategic goals and objectives and whether there is a relationship between SWOT and
strategic goals.
Results: The consistency between the strategic goals and vision statements in
the selected universities' strategic plans is medium. Similarly, the universities have determined
their goals and objectives consistent with the perception of the environment.
Conclusion and Suggestions: It is possible to say that there is a great deal of
consistency in higher education institutions' strategic plans. Most of them are developed
consciously following the strategy phenomenon's nature and probably will bring
the desired goals
