Bu çalışmada sağlık hizmetlerine erişimde zorlanan ve çeşitli hak ihlallerine
uğrayabilen, vatanlarını terk etmek zorunda bırakılan insanların sağlık hizmetlerine
erişimine hekimlerin nasıl baktığını ortaya koymak ve tıp etiği ve deontoloji açısından
tartışmak amaçlanmıştır.
Kapsam: Sağlıkta ayrımcılığın temel nedenlerinden biri olan zenofobi,
değerlendirilmesi gereken bir fenomendir. Bu kapsamda Eskişehir ilinde hizmet veren
hekimlerin zenofobi düzeylerini ölçmek için nitel ve nicel araştırma yöntemleri birlikte
kullanılmıştır.
Yöntem: Bu çalışmada hekimlerin görüşlerini değerlendirmek amacıyla tabakalı
örneklem yöntemi kullanılmıştır. Kees Van Der Veer ve arkadaşları tarafından geliştirilen
Zenofobi Ölçeği (Xenophobia Scale), araştırmacının hazırlamış olduğu soru kağıdı ve yarıyapılandırılmış
görüşme kayıtları ile konu ayrıntılı olarak ölçülmüş, nitel veriler söylem
çözümlemesi yöntemi ile nicel veriler ise uygun istatistiksel yöntemler ile
değerlendirilmiştir.
Bulgular: Araştırmaya katılan hekimlerin yaş dağılımı 38,069±10,337 olarak
hesaplanmış ve zenofobi ölçeğinden aldıkları puan dağılımı yüksek (56,20±11,54)
bulunmuştur. Araştırmaya katılan hekimlerin %34,3’ü kendilerine tercih hakkı verilse
mültecilere sağlık hizmeti vermek istemeyecekleri yönünde görüş bildirmişlerdir.
Hekimler ağırlıklı olarak vatanlarını terketmek zorunda bırakılan kişilere sağlık
hizmetlerinin ücretsiz verilmemesi, ayrı birimlerde sağlık hizmeti verilmesi gerektiğini, bu
kişilerin T.C. vatandaşlarının sağlık hizmetlerine erişimini olumsuz etkilediklerini,
medyada ve sosyal medyada çıkan haberlerin sağlık sunumlarını etkilediğini, çocuk
sayılarına sınır getirilmesi gerektiğini, sağlıkta şiddeti ve halk sağlığı sorunlarını
arttıracakları görüşünde iken sağlık kurumlarında tercüman bulundurulması gerektiği
yönünde görüş bildirmişlerdir.

In this study, we aimed to reveal physicians’ view of access to health services
in people forced to leave their homeland who have difficulty in accessing health services
and may suffer various rights violations, and to discuss these in terms of medical ethics and
deontology.
Scope: Xenophobia, which is one of the main causes of discrimination in health, is a
phenomenon that needs to be evaluated. In this context, we used qualitative and
quantitative research methods together to measure the xenophobia levels of physicians
serving in Eskişehir.
Method: In this study, a stratified sampling method was used to evaluate the views
of physicians. The topic was evaluated in detail with the use of the Xenophobia Scale
developed by Kees Van Der Veer et al., the questionnaire form prepared by the researcher,
and the semi-structured interview records. Qualitative data were evaluated with the
discourse analysis method and quantitative data were evaluated with appropriate statistical
methods.
Results: The age distribution of the physicians participating in the study was
calculated as 38.069 ± 10.337 and the score distribution from the xenophobia scale was
found to be high (56.20 ± 11.54). 34.3% of the physicians participating in the study stated
that they would not want to provide health services to refugees if they were given the right
to choose. Physicians stated that health services should not be provided free of charge to
people who were forced to leave their homeland, that health services should be provided to
these individuals in separate units, that they were of the opinion that refugees negatively
affected the access of Turkish citizens to health services, that news articles in the media
and social media influenced the provided healthcare, that the number of children of these
individuals should be limited, and that they would increase public health problems and
violence in healthcare; however, they also expressed the opinion that there should be
translators in health institutions.
