Başta eğitim-öğretim, bilimsel araştırma ve topluma katkı olmak üzere çok
ürünlü kurumlar olarak üniversitelerden beklentiler yüksektir. Bu çalışmanın amacı geçirdiği
tarihsel değişim ve dönüşümler ışığında Türk Yükseköğretim sisteminin yapı ve
işleyişini irdelemek, sisteme yönelik koordinasyon mekanizmalarını incelemek ve üniversitelerde
gözlenen yönetişim modellerini analiz etmektir.
Yöntem: Çalışmada eleştirel derleme yönteminden yararlanılmış ve ilgili literatür
başta olmak üzere pek çok doküman önceden belirlenen kategorilere göre çalışmaya dâhil
edilmiş ve incelenmiştir.
Bulgular: Türk yükseköğretimi kısa geçmişine rağmen oldukça hızlı bir gelişme
ve kurumsallaşma süreci geçirmiştir. Bu süreçte, politik ve toplumsal olaylardan fazlaca
etkilenmiş ve bu durumlar değişiklikleri de beraberinde getirmiştir. Söz konusu değişiklikler
nedeniyle hala yerleşmiş bir yükseköğretim geleneğinden söz edilmesi güçtür. Bununla
birlikte, sistem üzerinde devletin ve yükseköğretim hizmetlerinin sunulduğu talep
gruplarının baskısı yoğundur. Bürokratik, politik ve örgütlü anarşi modelleri kurumsal
yönetişimde sıklıkla gözlenmektedir.
Sonuç ve Öneriler: Türk yükseköğretim sisteminin kuruluşu ve gelişimi açısından
çevresel savunmasızlığı yüksektir. Devlet ve piyasa kontrolü, sistemin özerk bir yapılanma
içine girmesini engellemektedir. Üniversitelerde sıklıkla gözlenen çıkar grupları
da kurumsal bir baskı unsurudur. Yükseköğretim kurumlarından beklentilerin gerçekleşmesi
için öncelikle akademik kültürünün oluşması ve benimsenmesi gerekmektedir
Universities are institutions from which expectations are high, mainly
education, research and societal contributions. The purpose of this study is to investigate
structure and function of Turkish higher education system in light of the historical
changes and developments, to examine coordination mechanisms towards the system and
to analyze governance models observed in universities.
Method: In the study, critical review method was utilized and in addition to related
literature, many documents are included in the study according to categories determined
before and examined.
Results: Turkish higher education system has gone through a rapid development
and institutionalization process despite of its relatively short history. In this process, it
has been affected by political and social events much and those events brought changes
with. Because of the changes mentioned, it is hard to state that a higher education tradition
maintained. Also, pressure of the government and market to which higher education services
are presented on the system is intensive. Bureaucratic, political and organized anarchy
models are observed during institutional governance often.
Conclusion and Suggestions: Environmental vulnerability of Turkish higher education
high in terms of foundation and development. Government and market control
prevent the system to achieve an autonomous structure. Interest groups observed in universities
often constitute for an institutional pressure factor. To realize expectations from
higher education institutions, it is required to create and maintain an academic culture
