The study aims to evaluate the curriculum implemented at the school of
foreign languages at a public university. For this purpose, it is aimed to evaluate whether
Global Scale of English, which is used as objectives of the preparatory school, is appropriate
for low level students’ expectations of general English, departmental English and vocational
English.
Method: The method of the study is designed according to Illuminative Evaluation
Model, complying with mixed method. For this purpose, the main stakeholders of the program
such as students, instructors, program developers, material developers and administrators are
selected according to maximum variation sampling, one of the purposeful sampling methods.
The purposeful sampling is composed of D and C level students who have 30% and 100%
compulsory English education and of instructors involved in the decision-making process.
Results: It is found that GSE is appropriate for the low-level students’ expectations of
general English, but it does not adequately meet their expectations of departmental English
and vocational English. It is also found that there are some motivation problems related to
optional/compulsory English education programs and that these problems negatively affect
their academic achievement in this group of students.
Conclusion and Suggestions: The positive dimensions of the program should be
maintained but the negative dimensions should be reviewed according to all participants’
views. Additionally, it is important that views of all preparatory schools be taken on the issue
of having students of optional/compulsory English education programs in the same class and
that regulations be reevaluated in the light of these views
