Bu çalışma, uluslararası ilişkiler içerisinde çevre sorunlarının yerini inceleyerek çevrenin bağımlı doğasını kanıtlamayı amaçlamaktadır. İlk olarak çevre sorunlarının çeşitleri ve etkileri anlatılmış, ardından nicel veriler ile tahribatın mevcut durumu ve olası geleceğinden bahsedilmiştir. Çevre meselelerine yönelik uluslararası çabanın birincil aracı olan uluslararası çevre hukuku; tarihsel gelişimi ve temel ilkeleri ile açıklanmıştır. Tarihsel gelişim süreciyle, çevrenin küresel seviyede hangi eğilimler ve motivasyonlar arasında evrildiğinin resmi çizilmiştir. Çevreye dair uluslararası düzenleme ve rejimlerin hangi ortak değerler doğrultusunda oluşturulduğunun cevabı ise ilkelerde aranmıştır.
İkinci bölümde, kapsamı ve tarihsel gelişim sürecinde edindiği önemli yeri nedeniyle örnek olay olarak seçilen Rio Konferansı incelenmiştir. Zirve dahilinde oluşturulan düzenlemeler; içerikleri, kavramsal yaklaşımları, müzakere süreçleri ve uygulamaları dahilinde ele alınmıştır. Ardından zirve sonrası dönem; oluşturulan kurumların tarihçesi ve sorunların zaman içerisindeki seyri bağlamında incelenmiştir. Tesis edilmeye çalışılan çevre rejiminin performans değerlendirmesi ile uluslararası çabanın çevre sorunlarına karşılık vermedeki işlevselliği sorgulanmıştır.
Sonuç olarak oluşturulan kurum ve kuruluşların salt nicel veriler dahilinde yetersiz kaldığı anlaşılmıştır. Lakin Rio’nun başarısından veya başarısızlığından ziyade konferans sürecinin bizatihi kendisi çevrenin uluslararası ilişkiler içerisindeki politik, ekonomik ve sosyal meseleler ile olan bağımlı doğasını gözler önüne sermiştir. Çevre sorunlarının çözümünde edinilen yöntemlerin uluslararası sistemdeki güç difüzyonunu hızlandırıcı etkisi saptanmıştır. Müzakere süreçleri ise çevrenin bir baskı ve pazarlık unsuruna dönüştüğüne işaret etmiştir. Nihayetinde uluslararası ilişkiler

içerisinde çevre sorunlarının ele alınış şeklinin ağır koşul bağımlı olduğu, bu nedenle dinamizmini ivmelendirerek sürdüreceği sonucuna varılmıştır
This study aims to prove dependent nature of environmental issues by examining the role of environmental issues in international relations. Firstly, the types and effects of environmental problems were explained, then the current situation and possible future of the degradation were mentioned with quantitative data. International environmental law, which is the primary instrument of international effort towards environmental issues, was explained by means of historical development and basic principles. With the historical development process, it was aimed to reveal which trends and motivations the environment has evolved at the global level. The answer to which common values the international regulations and regimes on the environment were created in, was sought in the principles.
In the second part, the Rio Conference, which was chosen as a case study due to its scope and its important place in the historical development process, was examined. Arrangements created within the summit were mentioned by their contents, conceptual approaches, negotiation processes and applications. Afterwards, the post-summit period was examined in the context of the history of the institutions established and the course of the problems over time. With the performance assessment of the environmental regime that is tried to be established, the functionality of the international effort in responding to environmental problems has been questioned.
As a result, it was concluded that the institutions and organizations formed were insufficient by examining the purely quantitative data. However, performance of Rio aside, the conference process itself revealed the dependent nature of the environment with political, economic and social issues in international relations. The accelerating effect of the methods acquired to solve environmental problems on power diffusion inside international system was found. Negotiation processes pointed out that

the environment has turned into an element of pressure and bargaining. It was concluded that the way environmental issues are handled in international relations is heavily dependent, therefore it will continue its dynamism by accelerating
