The main purpose of the study is to examine the student and school level factors that effects the TIMSS 2015 science and math achievement of eighth grade stu-dents in Turkey by controlling the socioeconomic status of the students at student and school levels. It is also to determine the effective school characteristics.
Method: In the field of education, data are generally organized as student, class-room, school and school district levels. Due to the two-stage random sampling design of TIMSS, students are nested in classrooms and classrooms are nested in schools. For this reason the analyzes were carried out with the multilevel modelling method using the HLM8 statistical package program.
Results: According to the findings of the study, 34% of the variability in the stu-dents' TIMSS 2015 science achievement is explained by the school level variables and 66% by the student level variables. In addition, 35% of the variability in students' TIMSS 2015 mathematics achievement is explained by school level variables and 65% by student level variables. The variables with the highest effect on students' science and mathematics achievement is the socioeconomic composition of the school at the school level, and the self-confidence in learning at the student level. The variables that have a significant effect on students' science achievement at school level are the instructional clarity, schools em-phasis on academic success, socioeconomic composition of the school and the bullying level of the school. The variables that have a significant effect on students' mathematics achievement at school level are the Instructional clarity, schools emphasis on academic success, the socioeconomic composition of the school, school discipline problems and the bullying level of the school. Other student level variables that have a significant effect on students' science achievement are gender, home educational resources, valuing science

and student bullying. Other student level variables that have a significant effect on stu-dents' mathematics achievement are home educational resources, like mathematics and student bullying.
Conclusion and Suggestions: Effective schools in Turkey have high socioeco-nomic status, high value to learning, students with high self-confidence in learning, high teaching quality, emphasis on academic achievement, safe and orderly environment. Sug-gestions for increasing school effectiveness have been presented
