Bu çalışma, Osmanlı arşiv kayıtlarından yola çıkarak 19. yüzyıl ortalarında
Eskişehir’in Bozan, Laçin, Muttalip, Gündüzler ve Sepetçi Köylerinin sosyo ekonomik durumunu ortaya koymayı ve söz konusu köylerin sosyo-ekonomik
durumundan hareketle aynı dönemde Eskişehir kırsalının sosyo-ekonomik görüntüsü
hakkında bir takım sonuçlara ulaşmayı amaçlamaktadır.
Çalışmanın temel kaynağını, Başbakanlık Devlet Arşivleri Genel Müdürlüğü
Osmanlı Arşivi’nin, Maliyeden Müdevver Defterler Kamil Kepeci tasnifleri içinde
yer alan; “07848, 07850, 07851, 07853, 07854” numaralı Temettuat Defterleri
oluşturmuştur. Çalışma esnasında ilk olarak adı geçen köylere ait arşiv kayıtlarının
transkripsiyou yapılmış; elde edilen ham bilgiler “meslek dalları, emlak, arazi,
hayvan, temettuat ve vergi” başlıkları altında tasnif edilmiş ve daha sonra yine aynı
yolla hem köy bazında hem de toplu olarak incelemeye tabi tutulmuştur. İncelemeler
sonucunda elde edilen sonuçlar, değişik tablo ve grafiklerin de yardımıyla
yorumlanmaya çalışılmıştır.
Elde edilen sonuçlar göz önüne alındığında; köylerde yaşayanların büyük bir
bölümünün çiftçilik yaptığı görülmüştür; ancak çiftçiliğin yanısıra taşçılık, amelelik,
hizmetkarlık gibi işlerin yapıldığı da görülmektedir. Köylerdeki arazilerin büyük bir
bölümü orta sınıf arazi olup, geçimliğe yetecek kadardır. Eldeki arazilerin genellikle
yarısı ekilip, yarısı da nadasa bırakılmaktadır. Arazilerin büyük bir bölümünde
buğday ve arpa gibi hububat ürünleri ekilmektedir.Hayvancılıkta ise, büyükbaş ve küçükbaş hayvan mülkiyeti arasında
farklılıklar bulunmaktadır. Büyükbaş hayvanlar genellikle, et ve süt gibi ihtiyaçları
karşılamaktan çok, tarlada koşum hayvanı olarak veya yük taşıma amacıyla
kullanıldığı düşünülebilecek öküz, manda, camız, inek, at ve eşek gibi hayvanlardan
oluşmaktadır. Toprağı olan ailelerin tamamına yakınında büyükbaş hayvan vardır ve
küçükbaş hayvanlara genellikle geliri yüksek olan aileler sahiptir.
Gelirlerin, genellikle ailelerin yalnızca geçimine yetecek düzeyde olduğu
görülmektedir. Köylerdeki birçok aile, ellerindeki sermayenin (köylülerin sahip
oldukları arazi ve hayvan miktarı geçimlik düzeyde olduğundan) yetersizliği
nedeniyle, geçimlerini çiftçilik ve taşçılık gibi yoğun emek gerektiren işlerden
sağlamakta ve bir kısmı da ek iş yapmaktadır.
Vergi dağılımına bakıldığında ise, Osmanlı’da emek üzerinden vergi
alınmaması ve ağnam, öşür gibi sermaye üzerinden alınan vergilere, vergiyi mahsusa
da eklendiğinde; vergi yükünün genellikle sermaye sahipleri üzerinde baskı
oluşturduğu söylenebilir. Ancak, vergi hesaplamaları yapılırken vergi mükelleflerinin
tamamına aynı vergi oranları uygulandığından, vergilendirmenin adaletli olduğu
söylenebilir.
This study aims to bring into light the socio-economic state of the villages of
Bozan, Lacin, Muttalip, Gunduzler and Sepetci in Eskisehir around the mid-19th
century by making use of Ottoman archival sources and on the basis of the
information about the same villages tries to reach certain conclusions about socio economic view of the countryside of the town of Eskisehir.
The primary sources of the study are the temettuat books preserved in Prime
Minister's General Directorate of State Archives Ottoman Archive in Istanbul under
the classification codes of Maliyeden Müdevver Defterler Kamil Kepeci with book
numbers of 07848, 07850, 07851, 07853, 07854. In the course of the study first the
registers of each villages were transcribed; then the unsystematic information derived
from the registers were classified under the topics of profession groups, land, estates,
animals, taxes and temettuat (income). And next, still under the same topics, the
systematized information about the villages were tried to be analyzed both separately
and as a whole. At the end of the analysis, the conclusions were attempted to be
interpreted in the light of relevant tables and graphs.
When we look at the results reached at the end of the analyses, the majority
of the villagers came to be engaged in farming, as can be expected, but there were
still some other branches of occupation such as quarrying and serving as servants and
laborers. A greater part of the lands were of average size of subsistence, while half of them were seen to have been laid fallow. The chief products under cultivation were
cereals such as wheat and barley.
As for the case of the husbandry, the rate of the possession of cattle inclusive
of horses and donkeys differed from that of sheep and goats. Cattles consisted of
buffaloes, cow, horses and donkeys, which were more likely to have been used track
animals, instead of being utilized in acquiring milk and meat. Almost all of the
families who possessed some size of land had some type of cattle inclusive of horses
and donkeys, whereas it was usually families with higher income who had sheep and
goats.
The income level of the average families seems to have usually stood at
subsistence level. A fair number of the families seemed, owing to the lack of
adequate capital (as their lands and animals could only sustain their family) to have
been obliged to engage in occupations calling for high level of labor, such as tillage
farming and quarrying or they had to find some other extra jobs.
As to the state of tax distribution, it can be argued that the state usually taxed
the proprietors and those who possessed some sort of capital rather than the labor
itself, as can be seen in the allotment of the lump-sum tax of vergiyi mahsûsa, which
was collected in addition to sheep (inclusive of goats) tax and ushr. But it can also be
maintained that the taxation was just for almost all of the taxpayers were taxed at the
same rates of taxation in calculating the taxes.
