Tezimizde Macar-Polonyalı Mülteciler Meselesinin Osmanlı Devleti’nin
siyasî ve askerî gündeminde yarattığı derin etkiyi, Osmanlılara hatta yeni modern
Türkiye devletine bıraktığı çağdaşlaşma mirasını; meselenin kökeninde yatan 1848
Avrupa İhtilâllerine dayandırarak, yerli ve yabancı kaynaklardaki bilgileri analiz
ederek değerlendirmeye çalıştık. Macar-Polonyalı Mülteciler en güvenilir sığınak
olarak Osmanlı topraklarını gördüler. Türkiye’yi ikinci vatan benimsediler. Seve
seve Osmanlı hizmetine girmenin yanı sıra Türk aydınlanmasına, ulusal
bilinçlenmesine katkıda bulundular. Yirminci yüzyıl kaynaklarına bakılırsa kendi ırk
kökenlerini, millîlik vasıflarını ise Türk kültüründe aramaktan çekinmediler.
Kossuth gibi bir önderi bağrından çıkaran Macar ulusunun hiçbir Avrupalı
güce dayanmadan, hem topraklarındaki Macar olmayan topluluklara hem de
Avusturya ve Rusya gibi iki devasa imparatorluğa karşı verdiği Özgürlük Savaşı
Avrupa tarihinin önemli bir olayıdır. Diğer yandan hiçbir menfaat gütmeden,
Avusturya ve Rusya ile savaş riskini göze almak pahasına Osmanlı Devleti’nin
mültecilerin himayesini üstlenmesi; yüklendiği külfet ve uluslar arası cebelleşme bir
diğer önemli olgudur. Tezimiz söz konusu iki gerçekliği vurgulamak üzere iki
bölümden oluşmuştur.
In our dissertation we tried to comment the deep effect of the Hungarian and
Polish Refugees Problem on political and military agenda of the Ottoman State,
modernist legacy left to Ottomans even to the new modern Turkish state; by
attributing it to the originating 1848 Europe Revolutions and by analyzing the
information in native and foreign resources. Hungarian-Polish Refugees saw
Ottoman territories as the most reliable shelter. They embraced Turkey a second
homeland. Besides willingly entering the Ottoman service they contributed to the
Turkish enlightenment, national awareness. According to twentieth century resources
they did not avoid from searching their racial origins, national qualifications in
Turkish culture.
Freedom War of the Magyar nation who brought up a leader like Kossuth
deep from his heart against both the non-Magyar nations inside and the two
enormous empires like Austria and Russia is an important event of the European
history. On the other hand, assuming of the Ottoman State the defence of the
refugees with no expectation of interest at the risk of war with Austria and Russia;
the burden undertaken and the international tussle are another significant phenomena.
Our dissertation is composed of two parts in order to emphasize these two facts.
