Toplumun sağlığı, bireyin sağlığı kadar önemli ve değerlidir. Bu amaçla Milli
Mücadele döneminde, sosyal devlet anlayışının gereği olarak, halkın sağlığının
korunması ve yükseltilmesi hedeflendi. Büyük Millet Meclisi’nin 2 Mayıs 1920’de
çıkardığı “İcra Vekilleri’nin Sureti İntihabına Dair Kanun”la “Sıhhiye ve Muavenet-i
İçtimaiye Vekâleti” kurularak, sağlıkla ilgili işler ilk defa bakanlık düzeyinde ele
alındı. Böylece, sağlık hizmetlerini toplumun her kesimine eşit, ücretsiz ve nitelikli
bir şekilde ulaştırma yolunda önemli çalışmalar yapılmaya başlandı.
Milli Mücadele sırasında, 13 milyon olan nüfusun yarıya yakını hastaydı.
Bazı bölgelerde hastalıklı insan oranı yerel nüfusun yüzde 86’sına ulaşıyordu.
Düşmana karşı pek çok cephede savaşım verilirken, öksüz kalan çocuklar ve
muhacirlerde belli başlı sorunlar arasında gelmekteydi Bu sorunların farkında olan,
Büyük Millet Meclisi, Mustafa Kemal’in önderliğinde genel sağlığı korumak,
geliştirmek ve sosyal hizmetlerle ilgili meseleleri çözmeye yönelik, pek çok tüzük,
yönetmelik ve kanun çıkardı. Benzersiz bir reform niteliği taşıyan bu yasal
düzenlemelerle, aynı zamanda Cumhuriyet dönemi sağlık sisteminin temeli
oluşturuldu
The health of the individual is as important as the society. İt is aimed to
protect and elevate the health of the public as a requirement of the concept of the
social goverment in the period of national struggle for the independence. The
national Grant assembly with the bill that it passed on 2nd May 1920 “about the
election of the staff of the excecution members” the health affairs are dealt with on
the ground of the health ministery for the first time with the foundation of the
Ministry of Health. Therefore they began to progress far to bring the service of
health to every level of the society equally, without price and with quality.
During the period of national struggle for the independence half the total
population which is about 13 million was ill. In some places the rate of the ill people
reached 86 percent of the total population. There are problems with the condition of
the people who became refugees during the war at different front against the enemy
and lots of children became orphant. The Grant Assemly of the Turks with the
leadership of Mustafa Kemal was aware of the troubles ans issued lots of bills and
arrangements to protesct the general health, to develop and, to solve the problems of
the social securities. With these unique reforms, the foundations of the period of the
Republics health system were established
