Gelir dağılımı konusu ülkelerin en büyük problemlerinin başında
gelmektedir. Bütün ülkeler ekonomik açıdan büyümeyi sağlarken aynı zamanda
toplumsal refahı da göz önünde bulundurmaktadır. Bu çerçevede en önemli unsur
gelir adaletsizliğini ortadan kaldırmaya yönelik politikalar gerçekleştirmektir.
Bu çalışmada gelir dağılımı sorunu ve vergi politikalarıyla olan ilişkisi
açıklanmaya çalışılmıştır. Öncelikle, gelir dağılımı kavramı irdelenmiş, vergi
politikaları, vergi türleri tartışılmış, sonrasında vergi türleri ile gelir dağılımı
arasındaki ilişki belirlenmiştir. Bu amaçla Gini modeli adı verilen model
oluşturularak dolaysız vergilerin ve dolaylı vergilerin gelir dağılımı üzerindeki
etkileri ekonometrik analizle tespit edilmiştir. Ekonometrik analiz neticesinde 1990-
2013 döneminde dolaysız vergilerin gelir dağılımını düzeltici etkisi teoriyi de
destekler nitelikte çıkmıştır.
Türkiye’de gelir dağılımını düzeltmek için devletin maliye politikası aracı
olarak dolaysız vergileri kullanması önerilmiştir. Son yıllarda etkinliği artan dolaylı
vergilerin ise gelir dağılımını daha çok bozduğu için dolaysız vergilerin dolaylı
vergiler yerine ikame edilmesi gerektiği anlaşılmıştır.
The issue of income distribution is one of the biggest problems of the
countries. All countries aim both economic growth economically and social welfare
and the same time keep in mind the social welfare while growing economically. The
most important thing, in this context, is to realize policies to eliminate income
inequality.
This study attempts to explain the relationship with the problems of income
distribution and tax policy. First, the concept of income distribution, tax policy and
tax types were discussed, and then, the relationship between income distribution and
tax types were determined. For this purpose, the Gini model was established and the
impacts of direct and indirect taxes on income distribution have been found by
econometric analysis. As a result of the econometric analysis, during the 1990-2013,
direct taxes have been also corrective effect on the income distribuiton which support
the theory.
Direct taxes are proposed for correcting the income distribution in Turkey as
a state’s policy tool. Because of the fact that the growing influence of indirect taxes
has corrupted income distribution more in recent years, it is suggested that direct
taxes should be implied instead of indirect taxes.
