Türkiye'de ihracatın gelişimi ve Eskişehir Organize Sanayi Bölgesi örneği

Abstract

Bu tez çalışmasının amacı, Türkiye'nin özellikle 1980 yılından sonra uygulamaya koyduğu ihracata yönelik sanayileşme stratejisi kapsamında ihracat hacminin gelişimini değerlendirmek ve Eskişehir Organize Sanayi Bölgesi'nin ihracat hacmi bakımından ülke ekonomisindeki yerini belirlemeye çalışmak olmuştur.Çalışmamızda ülkelerin gelişmesinde çok önemli bir faktör olan ihracat kavramının uluslararası piyasada, Türkiye'de ve Eskişehir'deki gelişimi ele alınarak, 2007-2008 yılları detaylı bir şekilde incelenmiştir.Türkiye'deki Organize Sanayi Bölgeleri'nin öncülerinden olan Eskişehir Organize Sanayi Bölgesi'nin kuruluşundan bu yana gelişimi ele alınmış ve 2007-2008 yılları ihracat hacmi genel olarak, ülkelere, ihracatı gerçekleştiren firmalara, sanayi sektörü itibariyle alt sektörlere göre detaylı bir şekilde incelenmiştir.Araştırma sonucunda, Eskişehir Organize Sanayi Bölgesi'nin Türkiye'nin ihracatına, bölgesel gelişmeye ve ülke ekonomisine olumlu etkilerinin bulunduğu gözlemlenmekle birlikte; yasal, finansman, çevre, altyapı, istihdam gibi çeşitli sorunları olduğu gözlemlenmiş ve mevcut sorunlara alternatif çözüm önerileri getirilmiştir. Bu konudaki veriler DİE, DTM, Eskişehir Organize Sanayi Bölgesi, Eskişehir Organize Sanayi Bölge Müdürlüğü ile Eskişehir Organize Sanayi Bölgesi'nin süreli yayınları, makale ve araştırmalardan elde edilmiştir.Eskişehir Organize Sanayi Bölgesi Türkiye'nin en büyük Organize Sanayi Bölgesi'dir ve 2008 yılında bir milyar doların üzerinde ihracat hacmi gerçekleştiren dokuz ilinden biridir. Eskişehir Organize Sanayi Bölgesi ihracat hacmini her sene daha da arttırmaktadır. Eskişehir Organize Sanayi Bölgesi'nin gelecekte de bu öncü rolünü sürdürebilmesi ve arttırabilmesi için mevcut sorunlarına çözüm getirecek politikalar hızla üretilmeli ve uygulamaya geçirilmelidir. Böylece Eskişehir Organize Sanayi Bölgesi'ne olan yatırımlar daha da artacak, dolayısıyla bu durum da üretim ve ihracatta artış sağlayacaktır.

The aim of this thesis is examining the improvement of the exportation capacity within the industrialization strategy oriented to the exportation which was come into force after 1980 in Turkey and trying to determine the place of the Eskisehir Organized Industry Region in the country economy with regard of exportation capacity.In this work the exportation notion, which is very important for countries? devolopment, is discussed in account of improvement in international market, in Turkey, in Eskisehir and 2007-2008 years are analyzed thoroughly.One of the initiator of the organized industry region in Turkey, Eskisehir Organized Industry Region?s devolopment is examined since its establishment and generally the capacity of the exportation between 2007-2008 years is examined according to the countries, the firms carrying out the exportation and the area of industry.At the conclusion of the research, besides observing the positive effects of Eskisehir Organized Industry Region to Turkey?s exportation, regional progress and country economy; it is realized that Eskisehir has problems like juridical, financing, environmental, substructure, employing etc. and some alternative solutions are suggested to the actual problems. Data about this subject are obtained from DIE, DTM, Eskisehir Organized Industry Region, Eskisehir Organized Industry Region Management and Eskisehir Organized Industry Regions? periodicals, articles and researches.Eskisehir Organized Industry Region is the biggest organized industry region in Turkey an one of the nine cities in Turkey that has exportation capacity over a billion dollars. Eskisehir Organized Industry Region increases its exportation capacity every year. To sustain its initiator role and increase it in the future, policies that can be solutions for actual problems sholud be produced quickly and put into practice. Then investment that are made to Eskisehir Organized Industry Region will increase, therefore this situation will provide enhancement to the manufacturing and exportation.
