Basel II is the credit risk measurement and credit risk management system that has been executed by most of countries. Basel II has not been implemented in Turkey, but for the implementation, Turkey has prepared most of the required regulations and fundemantel groundworks. Basel II Accord comprises of two approaches. The first one is standard approach, the second one is internal based approach. Standard approach implementation results in considerable consequences for both banks and companies which request credit extending. Standard approach also requires companies to be rated by an external credit agency. Credit rating which measures credit risk of companies for banks in the Basel II standard approach, gets substantial importance in this process.
The purpose of this study in the Basel II criteria and standard approach is to explain the function and importance of external credit rating. For this purpose, credit rating exercises of two publicly held companies listed in Ġstanbul Stock Exchange were accomplished by using methodology which was built up. At the end of the implementation of credit rating process, results and findings of this study were analyzed in accordance with the standard approach. The first rated company which has lower credit risk than the second one, has some advantages when it has relationship with bank concerning with loan request. Since first rated company is in the low risk category, the bank who extends credit to the first rated firm has some credit cost advantages. On the other hand, the second rated company whose credit risk was determined as in the middle class risk category, endures negative economic reflection of its credit risk level as compared to the first rated company. When the second rated firm requests credit, related bank will have to allocate more capital than it does for the first rated firm. Finally, bank will reflects its additional credit cost to the interest rate
Basel II, dünyada birçok ülkede uygulamaya geçirilen, ülkemizde de alt yapısı büyük ölçüde oluşturulan ancak uygulamasına henüz başlanmamış olan bir risk ölçümü ve yönetimi sistemidir. Basel II süreci, kredi risk ölçüm sistemleri açısından iki bölüme ayrılmakta, birincisi standart yaklaşım, diğeri ise içsel derecelendirme yaklaşımıdır. Standart yaklaşımın uygulanması, gerek bankalar gerekse de kredi talebinde bulunan şirketler açısından önemli sonuçlar doğurmakta ve şirketler için dışsal kredi derecelendirmesini belirli koşullar dahilinde zorunlu tutmaktadır. ġirketlerin kredi değerliliğinin ölçülmesi işlemi olan kredi derecelendirme uygulaması bu sürecin odak noktasını oluşturmaktadır. Bu çalışmanın amacı, Basel II sürecinde, kredi risk ölçümü sistemi olan standart yaklaşım kapsamında, dışsal derecelendirme uygulamasını, işlevini ve önemini ortaya koymaktır. Bu amaçla, yöntemi tarafımızca oluşturulmuş olan bir kredi derecelendirme modeli tarafından, Ġstanbul Menkul Kıymetler Borsası‟na kote olan iki şirketin kredi derecelendirme uygulaması yapılmıştır. Uygulama sonucunda elde edilen bulgu ve sonuçlar Basel II Standart Yaklaşım kapsamında değerlendirilmiştir. Kredi risklilik düzeyi ikinci firmaya göre daha düşük olduğu anlaşılan birinci şirket, Basel II Standart Yaklaşım çerçevesinde bankalarla kredi ilişkisine girdiği takdirde daha avantajlı hale gelmekte, düşük risk kategorisinde yer alması sebebiyle kredi tahsis eden banka açısından kredi maliyeti daha düşük olmaktadır. Kredi riski orta düzeyde olduğu belirlenen ikinci şirket için ise konunun ekonomik yansımalarının birinci firmaya göre dezavantajlı olduğu ortaya çıkmaktadır. Kredi riski birinci firmaya göre daha yüksek olan ikinci firma için kredi talebi ortaya çıktığında, ilgili banka daha fazla karşılık ayırmak zorunda kalacak ve bu durumu kredi faizlerine yansıtacaktır
