Dünyada kamu mali yönetiminde yaşanan gelişmelere parerel olarak, Türkiyede de 10 Aralık 2003 yılında 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu kabul edilmiştir. Bu kanun kapsamında kamu mali yönetiminde hesap verebilirlik, mali saydamlık ve mali disiplin hedeflenerek performans esaslı bütçelemeye geçilmiştir.Bu tez çalışmasının temel amacı; performans esaslı bütçeleme sisteminin süreçte yer alan aktörler tarafından nasıl algılandığını, süreçte yer alan aktörlerin konuyla ilgili tutum ve davranışlarının ne olduğunu ve uygulamada ne gibi problemlerin yaşandığını ortaya koymaktır. Bu amaçla Eskişehir ili kapsamında bir anket çalışması düzenlenmiştir. Araştırma sonucunda; sistemle ilgili olarak uygulamada çeşitli sorunların yaşandığı ortaya çıkmıştır. PEB sisteminin başarılı bir şekilde uygulanabilmesi için; üst yönetici desteğinin sağlanması, nitelikli personel ihtiyacının karşılanması, sistemle ilgili teknolojik alt yapının oluşturulması, kurum içi eğitimler ile çalışanların sistemi yeterince tanıma ve anlamalarının sağlanması gerekmektedir.
The alteration into the world public financial management is parelasied in Turkey with the adoptation of numbered 5018 law of the public financial management and control at January 2003. To extension of this law is giving the explanation of public financial management, transparency of financial and the financial discipline is aimed to pass performance based budgeting.The main purpose of this thesis; to perceive the performance based budgeting system among the actors who are on the progress, the actors who are in the progress have bear what kind problems and how was their attitude on this problem. For this purpose; a suvery was held under the province of Eskişehir. Of the research, about the system has emerged as a practise that has a varity of problems.To Being successful progress of the PBB; to support up state maneger, to procure superior quality personal, to form technological under ground system, employees know and understand the system need to be enough with house trainings.
