Küreselleşme sürecinde savunma sanayinin gelişimi ve Türk ekonomisi üzerine etkileri

Abstract

Bu çalışma ile savunma sanayinin iktisadi etkinliği ortaya konulmaya çalışılmıştır. Savunma sanayinin varlığı ve büyüklüğü, 20. yüzyılın en önemli politik ve ekonomik etkinliklerinden biridir. Özellikle son yıllarda görüldüğü gibi ülke sınırlarının kısa bir sürede değişebildiği günümüzde Savunma Sanayinin önemi daha fazla belirginleşmiştir. Her sanayi sektöründe olduğu gibi savunma sanayinin de kendine özgü bir piyasa ve faktörler yapısı vardır. Ayrıca ekonomi üzerindeki genel etkileri devletin bu alanda yönlendiriciliğine bağlı olarak olumlu ya da olumsuz olabilmektedir. Bugün Türkiye milli gelirin %5’ini savunma sanayi için ayırmaktadır. Bu oran Türkiye’nin dünyadaki stratejik konumunun bir sonucudur. Bununla birlikte, savunma sanayinin kaynakları, gelir ve giderleri ile Türkiye’deki mevcut savunma sanayi kuruluşları ile yabancı ülkelerdeki savunma sanayi de tezin içeriğinde yer almaktadır. Savunma sanayindeki kuruluşların diğer imalat sanayinde faaliyetlere benzer şeklinde ana, yan ve parça imalatçıları olmak üzere üç şekilde faaliyet alanı vardır. Türk savunma sanayinde ki kuruluşlar ayrıca askeri, vakıf kaynaklı veya sivil kuruluşlar şeklinde ayrıma tabi tutabilecektir. Gözardı edilemeyecek bir büyüklüğe sahip uluslararası savunma ticaretinde, Türkiye’nin devlet teşvik ve desteği ile artan bir paya sahip olma imkanı vardır. Bu teşviklerde öncelikler ileri teknoloji kullanımlarına, araştırma –geliştirme faaliyetlerine, eğitime ve ofset anlaşmalarına verilmelidir. Yoğun rekabet ortamı gerektiren gümrük birliği sürecinde ise Türk Savunma Sanayi’nin diğer sektörlere göre daha fazla ilgiye ve desteğe ihtiyacı vardır. Bunun için en az yukarıda belirtilen destekler kadar önem taşıyan yasal düzenlemelerin hazırlanarak bir an önce hayata geçirilmesine ağırlık verilmelidir.

The economic effects of the defense industries is tried to be explained in this dissertation. The presence and largeness of defence industry is one of the most importatnt political and economic aspects of the 20th century. Especially, as can be seen in recent years, in present where boundaries of countries could be changed in such a short time, the importance of this aspect has become clearer. As every industry field, defence industry has a structure of market and factors of its own. Besides its general effect on economy could be negative or positive depending on government’s guidance in this field. Today Turkey uses 5% of its national income for defence. This ratio is a result of Turkey’s strategical position in the word. Nevertheless the sources of industry of defence, their income and expenditures, other establishments related to defence in Turkey and defence industry in foreign countries are also taken place in the thesis. The organizations in defence industry, like the other production industries has three activities being main products, by-products and spare part products. Besides the organizations in Turkish defence industry could be classified as military based, foundation based or nonmilitary organization. In international defence trade which has a dimension that can not be neglected, Turkey has a change to have a share which increases with the encouragement and support of the government. The priority in this encouragement should be given to use of modern technology, research and development activities, training and off-set agreements. In customs union process that reguires large amount of competition, Turkish defence industry, compared to the other sectors, needs more care and support. For this reason, the ii legal regulations which have as much importance as the above mentioned supports, should be prepared and taken in to effect.
