Bu çalısma, ilköğretim okullarında görev yapan öğretmenlerin yetki devri,
otonomi ve hesap verebilirliklerine iliskin algılarının belirlenmesini amaçlamaktadır.
Arastırma evrenini, Afyonkarahisar ilinde görev yapan 348 öğretmen
olusturmaktadır. Arastırmada kullanılan otonomi ölçeği; iki boyuttan, hesap
verebilirlik anketi; dört bölümden olusmaktadır. Bu çalısmada öğretmenlerin yetki
devri, otonomi ve hesap verebilirlik algıları ölçülmüs, yetki devri ve otonomiye dair
algıları farklı değiskenlere göre incelenmis, yetki devri ve otonomi algıları arasında
bir iliski olup olmadığı saptanmaya çalısılmıstır. Elde edilen bulgulara göre
öğretmenlerin yetki devri ve otonomiye dair algılarının manidar derecede beklenen
ortalamanın üstünde olduğu saptanmıstır. Eğitim durumu, çalısılan öğretim kademesi
ve brans değiskenlerinin, öğretmenlerin yetki devri ve genel otonomiye dair
algılarına etki etmediği, program otonomisine dair algılarını etkilediği belirlenmistir.
Lisans üstü eğitim alan öğretmenlerle, ön lisans mezunu olan öğretmenlerin,
ilköğretim birinci kademe öğretmenleri ile ilköğretim ikinci kademe öğretmenlerinin,
sınıf öğretmenleri ile beden eğitimi ve beden eğitimi ile matematik öğretmenlerinin
program otonomisine dair algıları arasında manidar fark bulunmustur.
Arastırmaya katılan öğretmenler su an en fazla, “öğrencilere adil davranma
ve bununla ilgili önlem alma” ile “öğrenci beklentilerine cevap verebilme”
konusunda kendilerini hesap verebilir hissettiklerini; hesap verebilirlik ile ilgili
gelecekte yapılabilecek düzenlemelerde en fazla “öğretimin kalitesi” ve “mesleki
bilgi ve becerilerinin gelisimi” konularına önem verilmesi gerektiğini belirtmislerdir.
Öğretmenlerin; yetki devri ve program otonomisine sahip olma düzeyleri arasında,
genel otonomi ve program otonomisine sahip olma düzeyleri arasında istatistiksel
olarak anlamlı bir iliski saptanmıstır. Bu sonuçlar, öğretmenlerin yetki ve
otonomilerinin artırılması ve bunun denetimi için etkili bir hesap verebilirlik
politikasının uygulamaya konması gerektiğini belirtmektedir.
This study aims to investigate empowerment, autonomy and accountability
perceptions of teachers who work in elemantary schools. Data were collected from
348 primary school teachers who work in Afyonkarahisar. The autonomy scale has
two subdimensions, where the accountability survey has four chapters. In this study,
teachers’ empowerment, autonomy and accountability perceptions were measured,
perceptions of empowerment and autonomy were investigated according to different
variables and existance of a correlation between empowerment and autonomy
perceptions was examined. Results show that teachers have considerably higher
empowerment and autonomy perceptions than expected average. Teachers’
perception of empowerment and autonomy does not change according to their own
education level, the type of school they work or their branch; however, their
perception of program autonomy alters according to those variables. Significant
differentiations have been detected in perception of program autonomy between
teachers who have postgraduate and associate degree, between first and second grade
elementary school teachers, between classroom teachers and physical education
teachers, between mathematics and physical education teachers.
Teachers feel most accountable in “being fair to students and taking
precautions about it” and “fulfilling students’ expectations” and they think “quality
of education” and “ improving proffessional knowledge and ability” is the most
important issue with for the future. There was a statistically significant relationship
between empowerment and level of having program autonomy, and between level of
having general autonomy and program autonomy. These results show that
empowerment and autonomy of teachers should be increased and in order to keep it
under control, an effective accountability strategy should be introduced.
