Son yıllarda, yüksek cari açık sorunu gelişmekte olan ülkeler için en önemli
sorunlardan biri haline gelmiştir. Türkiye gibi gelişmekte olan ülkelerde,
makroekonomik dengeleri korumak, orta ve uzun vadeli programları ile gelecek
planlarının başarıyla uygulanabilmek, sürdürülebilir ekonomik büyümeyi ve
ekonomik istikrarı sağlamak için cari açığın kontrol altında tutulması gerekmektedir.
Bu bağlamda, cari açığın sebeplerinin analiz edilmesi, yapısal nedenleri, ekonomik
etkileri ve cari açığın finansmanı sorunu büyük bir öneme sahiptir.
Bu çalışmanın amacı, Türkiye deneyimi ışığında cari açığın yapısal
nedenlerini araştırmak; cari açık ve cari açık sorununun nedenleri, dünyada cari açık
sorunu, cari açığın yapısal nedenleri ile ekonomik etkileri, cari açık ile krizleri ve
cari açığın finansmanı sorununu analiz etmektir.
Bu çalışmada aynı zamanda, Türkiye’nin 1998-2013 yılları arasında cari
dengesi “Dönemlerarası Tüketimin Giderilmesi” modeli temel alınarak optimal cari
denge ile sürdürülebilirliği ve tüketim davranışları analiz edilmektedir. Ampirik
sonuçlar, Türkiye’nin şimdiki tüketim lehine gelecekte yapacağı tüketimden
vazgeçtiğini ortaya koymaktadır. Ayrıca modelden elde edilen asıl ve optimal cari
denge serileri incelenen dönemde Türkiye’nin cari işlemler açığının sürdürülemez
olduğunu doğrular niteliktedir.
In recent years, high current account deficit is most important economic
problem in devoloping countries. Current account deficit must be brought under
control so as to maintain the macroeconomic balances, to achieve medium and longterm
programs, to ensure the sustainable economic growth and economic stability in
devoloping countries such as Turkey. In this context, the analysis of current account
reasons, structural causes, economical impacts and the problem of financing current
account deficit is a great importance.
The aim of this study to investigate, the structural causes of this phenomenon
and argues that the current account deficit and current account deficit reasons, the
structural cause of current account deficit and economical impacts, the current
account deficit problem in the World, the current account deficit and crises, the
problem of financing the current account deficit in Turkey experience.
This study also analyze Turkey’s current account optimal sustainability and
consumption behaviours between 1998 and 2013. The evolution of the current
account balance is compared against a benchmark derived from an optimization
model of the intertemporal consumption smoothing. Empirical results indicate that
Turkey which consumes more than its permanent cash flow has foregone future
consumption in favor of present consumption. In addition, between actual and
optimal current account balance series confirm that Turkey’s current account deficit
was unsustainable for that period.
