Avrupa Birliğinin dış politikada kullanmayı tercih ettiği güç türü akademik
alanda ve uluslararası siyasette büyük tartışma konusudur. Konsey ve Komisyon
belgeleri, kurucu antlaşmalar ve Yüksek Temsilcilerin konuşmaları Birliğin
uluslararası ilişkilerde yumuşak gücü kullanan barış yanlısı normatif bir aktör
olduğunu göstermektedir. Özellikle Birliğin iki dünya savaşının yıkıntılarından ders
alarak başlattığı bütünleşme hareketi, günümüzde altı üyeden yirmi sekiz üyeye
ulaşarak tüm kıtada barış, refah ve huzur getirmiştir.
AB yumuşak gücünün en etkili silahı siyasi koşulsallığıdır. Koşulsallık
genellikle aday ülkelerin, Birliğe üye olabilmeleri için insan hakları ve demokrasi
konusundaki yerine getirmeleri gereken yasal düzenlemeleri kapsar. Siyasi
koşulsallık stratejisi ilk olarak Yunanistan, Portekiz, İspanya’nın adaylık süreçlerinde
kullanılmış, gerçek manada Kopenhag Kriterlerinin kabul edilmesiyle Merkezi ve
Doğu Avrupa genişlemesinde, etkili şekilde uygulanmıştır. Koşulsallık genel olarak
aday ülkede ilerleme raporlarının yayınlaması ve müzakere sürecinde fasılların açılıp
kapanması şeklinde uygulanır.
Bu doğrultuda Türkiye, müzakere süreci devam eden aday bir ülke olması ve
yirmi yıldır üyelik süreci devam etmesine rağmen halen nihai hedefe ulaşamaması
nedeniyle koşulsallık bağlamında incelenmesi gereken bir örnektir. Bu çalışmanın iki
hedefi vardır. Birincisi Avrupa Birliği’nin yumuşak gücünün, koşulsallık bağlamında
bazı dönemlerde idam cezasının kalkması, ordunun sivil yönetim üzerindeki
etkisinin azaltılması, Kürt ve diğer azınlıklara daha fazla haklar verilmesi gibi
Türkiye’de yapılması ‘imkânsız’ olarak görülen reformların gerçekleştirilmesindeki
etkisini açıklamaktır. Tezin ikinci hedefi, aday bir devlet olmasına ve müzakere

süreci devam etmesine rağmen koşulsallığın Türkiye örneğinde niçin başarısız
olduğunu ortaya koymaktır. Bu hedeflerin konulmasının sebebi, koşulsallığın daha
önceki genişleme dalgalarındaki başarısına rağmen Türkiye örneğinde neden
başarısız olduğunu incelemektir. Çalışma güvenilir bir üyelik perspektifinin ve
teşvikinin olması durumunda koşulsallığın Türkiye örneğinde işe yaradığını, bunun
olmaması durumunda bugünkü durumda olduğu gibi ilişkilerin kopma noktasına
geldiğini savunmaktadır. Sonuç olarak çalışmada, karşılıklı güvensizlik ve
endişelerden dolayı Türkiye’nin Avrupa Birliğine yakın bir gelecekte üye
olamayacağı değerlendirilmektedir
The kind of force favoured by the European Union in its foreign policy has
been a subject to great debate in academia and in international politics. The Council
and the Commission documents, founding treaties and speeches of the Union's High
Representatives show that the Union is a peaceful, normative, civilian actor which
uses soft power in international relations. In particular, the Union's move for
integration, which took lessons from the ruins of the two world wars, has now grown
from six members to twenty-eight member, bringing peace, prosperity and peace
throughout the continent.
The most effective weapon of EU’s soft power is its political conditionality.
The conditionality usually means the legal arrangements on human rights and
democracy that the candidate countries must meet in order to become a member of
the Union. The strategy of political conditionality was first used in the candidacy
processes of Greece, Portugal and Spain, and was effectively implemented in the
enlargement to Central and Eastern Europe with the adoption of the Copenhagen
Criteria. The conditionality is generally applied in the form of the publication of
progress reports about the candidate country and in the opening and closing of
chapters in the negotiation process.
In this respect, Turkey is a good example that needs to be examined in terms
of conditionality, as it is a candidate country whose negotiation process is still
ongoing despite the membership process has started twenty years ago and not
reached its final goal yet. This study has two goals. The first one is to explain the
effect of the soft power of the European Union in terms of conditionality on the

implementation of reforms that are seen as impossible in Turkey in some periods,
such as abolishing the death penalty, reducing the military's influence on Civil
Administration and granting more rights to Kurdish and other minorities. Secondly,
the study aims to explain why the conditionality has failed in the case of Turkey,
even though it is a candidate country and the negotiation process still continues. The
reason for setting these goals is to examine why conditionality has failed despite its
success in previous expansion rounds. The study argues that if there is a reliable
membership perspective and incentive, the conditionality works in the case of
Turkey, and if there is not, relations have reachs to the point of rupture as they are
today. As a result, the study suggests that Turkey would not become a member of the
European Union in the near future due to mutual distrust and concerns
