LIDAR is technology for measuring the distance of an object or surface using laser
pulses. The distance measurement is measured by measuring the time difference between
the duration of the laser pulse sent to the object to be measured or the distance of the laser
pulse and the time it reaches the source. Fast and precise card designs are needed to measure
the time between these two signals. Because the error of 1 ns in the measurements causes an
incorrect measurement of 15 centimeters. In addition, LIDAR systems are complex and
expensive systems because they contain different disciplines in terms of hardware, software
and design. Therefore, the aim of this study is to design, develop and test integrated
electronic and optoelectronic circuits using low cost circuit elements. The designed circuits
are soldered on the printing card in the laboratory environment using passive elements,
transistors, operational amplifiers. A laser driver circuit is made that adjusts the pulse width
and output power value of the laser signal. An amplifier circuit is used to amplify the weak
signal reflected from the target object. A receiver circuit is made in which the reflected light
falls on the photodiode. Finally, the microprocessor was used to produce the required pulse
for the operation of the laser diode. An analog digital converter is used to measure the
distance. Since the accuracy and sensitivity of the distance measurement in ADC based
measurements depends on the bandwidth, sampling frequency and characteristic of the
reflected signal, distance algorithms have been tried to be measured on the reflected signals
