Sultan II. Abdülhamid Osmanlı Devleti’nin en zorlu döneminde tahta çıkmış
ve savaş yorgunu bir devletin başına geçmiştir. Devletin çıkarlarını askeri anlamda
koruyamayacağını anlayan Sultan, ikili ilişkilerde barışçıl bir yol izleyip denge
politikasını ön plana koymaya çalışmıştır. Bu dönemde en fazla ilişki kurulan
devletlerin başında tezimizin konusunu da içeren Rusya yer almaktadır. Osmanlı-Rus
ilişkileri II. Abdülhamid döneminde daha çok diplomasi ile yürütülmüştür. İki devlet
tarih boyunca sürekli savaşmış özellikle Osmanlı bu savaşlar sonucunda ağır kayıplar
vermiştir. Bu durumu düzeltmek adına II. Abdülhamid, Rusya ile ilişkileri iyileştirmek
için çaba sarf etmiştir. İki devlet arasında çıkacak sorunları ilk etapta barışçıl yollara
başvurarak neticeye kavuşturmaya çalışmıştır.
Osmanlı ve Rusya tezimizde de bahsettiğimiz üzere Balkanlarda sık sık karşı
karşıya gelmiştir. Rusya tarihi hedefleri doğrultusunda özellikle 19. yüzyılda Slav
halklarının birliğini amaçlayan Panslavizm politikasını uygulamaya başlamıştır.
Panslavizm ile Balkanlara hakim olup Akdenize ulaşmaya çalışan Ruslar bu amacı için
Bulgarları baş aktör olarak görmekteydi. Nitekim Rusya bir dönem Bulgarlar
üzerindeki himayesini ciddi derecede arttırmasına rağmen uzun vadede istediğini

alamamıştır. II. Abdülhamid Rusya’nın uygulamaya çalıştığı Panslavizm politikası
karşısında Panislamizm politikasını hayata geçirmiştir. Bu politikayı sadece Rusya
değil diğer Avrupa devletlerine karşı da kullanmaya çalışmıştır.
II. Abdülhamid döneminde Osmanlı-Rus ilişkileri zaman zaman Doğu Rumeli
ve Makedonya bölgelerindeki sorunlara odaklı olarak ilerlemiştir. İki devlet de bu
sorunları masa başında çözmeye gayret göstermiştir. Ne zamanki Avrupa devletleri
özellikle İngiltere sorunlara müdahale etmiş o zaman Osmanlı-Rus ilişkileri
gerginleşmiştir. Ancak II. Abdülhamid izlediği uzlaşmacı politika ile problemlerin
büyümesini engellemiş ve olası bir savaşın çıkmasına mani olmuştur. Nitekim Sultan
33 yıllık saltanatı döneminde benimsediği denge siyaseti sayesinde 93 Harbi’nden
sonra Rusya ile hiç harp meydanında karşılaşmamıştır
Sultan Abdulhamid II ascended the throne in the most difficult period of the
Ottoman Empire and became the head of a war-weary state. Realizing that the state
could not protect its interests by military might, the Sultan followed a peaceful path in
bilateral relations and tried to put the balance policy at the fore of his dealings. Russia,
which constitutes the subject of our thesis, is one of the countries with the most contact
during this period. During the Abdulhamid II era, the Ottoman-Russian were mostly
conducted though diplomacy. The two states had fought constantly throughout their
history and, especially, the Ottoman Empire had suffered heavy losses as a result of
these wars. In order to remedy the situation, Abdulhamid II made an effort to improve
relations with Russia. He often tried to resolve the problem that would arise between
the two states by first resorting to peaceful means.
As we have mentioned in our thesis, Ottoman and Russia frequently faced off
in the Balkans. In line with their historical goals, Russia started to implement the policy
of Panslavism aimed at the unity of the Slavic peoples, especially, in the 19th century.
The Russians, who were trying to reach the Mediterranean by dominating the Balkans
using Panslavism, saw the Bulgarians as the main actors for this purpose. Although
Russia significantly increased its patronage over the Bulgarians for a period, it failed

to achieve its purpose in the long run. Abdulhamid II implemented the Pan-Islamism
policy against the Panslavism policy that Russia was trying to implement. He tried to
use this policy not only against Russia but also against other European states.
During the reign of Abdulhamid II, Ottoman-Russian relations occasionally
progressed with a focus on the problems in Eastern Rumelia and Macedonia. Both
states tried to solve these problems through diplomacy. The Ottoman-Russian relations
became strained when other European states, especially Britain, intervened in the
problems. However, Abdulhamid II prevented the growth of problems through the
conciliatory policy he followed and prevented a possible war. Thanks to the balanced
policy adopted during the 33-year reign of the Sultan, he never encountered Russia on
the battlefield after the War of 93
