Bu çalışmada, 2004-2013 ve 2014-2017 dönemlerinde Türkiye’de 26 bölgede
(Düzey 2) Hanehalkı İşgücü Anketi’nden elde edilen bireysel veriler kullanılarak ücret
eğrisinin cinsiyet, yaş grupları ve bölge alt grupları gruplamasına göre geçerliliği
incelenmektedir. Ücret eğrisi, reel ücret düzeyi ile yerel işsizlik oranı arasındaki
negatif ilişki olarak tanımlanmaktadır. Ayrıca, Blancflower ve Oswald (1994a)
tarafından ekonominin ampirik bir yasası olarak açıklanmaktadır. Yazarlar
çalışmalarında birçok ülkede ücretin işsizlik esnekliğini −0.1 olarak bulmuşlardır.
Türkiye için yapılan önceki çalışmalarda ücretin işsizlik esnekliğinin bölgelerde
(Düzey 2’de 26 alt bölgede) farklılık gösterip göstermediği araştırılmamıştır.
Dolayısıyla, bu çalışmada hem genel hem de bölgesel ücret esnekliği tahminleri
sunulmaktadır. Çalışmada, mikro düzeyde ücret verileri kullanılarak Türkiye için bir
ücret eğrisi tahmin edilmektedir. Toplam gözlem sayısı 6,520,839’dur. Rassal
örneklemde 1,018,202 tam zamanlı sürekli çalışan bulunmaktadır. Bunların 766,782’si
erkekler ve 251,420’si kadınlardan oluşmaktadır. Card’da (1995) belirtildiği gibi
gruba özgü işsizlik oranları kullanılmaktadır. TÜİK’ten alınan veriler FE-2SLS ve EC 2SLS modelleri ile analiz edilmektedir. Hausman test sonucuna göre tutarlı tahmin
veren anlamlı bulgular modelde değerlendirilmektedir. Alt gruplar için tutarlı olan

tahminci coğunlukla EC-2SLS’dir. Türkiye’de bölgesel tahminlerde reel ücretlerin
işsizlik esnekliği daha yüksek bulunmaktadır. Bununla birlikte, ücretin gruba özgü

This paper examines the validity of the wage curve with the region, age group,
and gender subgrouping using individual data from the Household Labor Force Survey
of TURKSTAT, including 26 NUTS-2 regions for Turkey over the period 2004-2013
and 2014-2017. The wage curve describes a negative relationship between the real
wage level and the local unemployment rate. It is explained as an empirical law of the
economy by Blanchflower and Oswald (1994 a). They found that the unemployment
elasticity of wage is −0.1 in most countries. Previous studies of the wage curve in
Turkey have not investigated whether the unemployment elasticity of wages differs in
regions. We show both regional wage elasticity and overall wage elasticity. We
estimate a wage curve for Turkey by using micro-level wage data. The total number
of observations is 6,520,839. The random sample includes 1,018,202 full-time
permanent employees. 766,782 of them are men and 251,420 are women. We use
group-specific unemployment rates as indicated in Card (1995). The data obtained
from the Turkish Statistical Institute (TurkStat) is analyzed with FE-2SLS and EC 2SLS models. Significant results that give consistent estimation according to the
Hausman test result are evaluated in the model. Our preferred estimator for Turkey is
mostly EC-2SLS. In the Turkish case, we find a higher unemployment elasticity of
