Vergi aflarının hem geliĢmekte hem de geliĢmiĢ olan ülkelerde sıkça
uygulandığı görülen bir durumdur. Vergi affı, vergi kanunlarına aykırı davrananlara
karĢı uygulanan yaptırımların ortadan kaldırılmasını ifade etmektedir. Buradaki
temel amaç devletin kamu ihtiyaçlarını yerine getirebilmesi için gelir elde etmesidir.
Fakat vergi afları her ne kadar kısa dönemde vergi tahsilatlarını olumlu yönde
etkilese de uzun dönemde vergi tahsilatlarını ve mükelleflerin vergiye olan uyumunu
olumsuz yönde etkilemektedir. Ayrıca dürüst mükelleflerin kendilerinin
cezalandırıldıklarını, dürüst olmayan mükelleflerin ise ödülendirildiklerini
düĢünmelerine neden olabilmektedir. Aynı zamanda vergi adaleti de olumsuz yönde
etkilenmekte ve vergi cezalarının etkisini de yapılan vergi afları azaltmaktadır.
Bu tezin amacı, Türkiye‟de 1950-2017 yılları arasında çıkarılan vergi
aflarının etkilerini incelemektir. Bu kapsamda vergi aflarının vergi ahlakı, yolsuzluk,
kayıt dıĢı GSMH, gelir dağılımı, vergi gelirleri, dolaylı vergiler ve dolaysız vergiler
üzerindeki etkilerinin analiz edilmesi için VAR etki tepki fonksiyonları ve Granger
nedensellik testleri kullanılmıĢtır. Etki tepki fonksiyonları incelendiğinde vergi affı
çıkarılmasının vergi ahlakı ve kayıt dıĢı GSMH üzerinde negatif bir etkiye sahip
olduğu gözlemlenirken; yolsuzluk, Gini katsayısı, vergi gelirleri, dolaylı ve dolaysız
vergiler üzerinde ise pozitif bir etkiye sahip olduğu gözlemlenmiĢtir. Granger
nedensellik testi sonuçlarına göre vergi aflarından, vergi ahlakına, Gini

katsayısına,dolaylı ve dolaysız vergilere doğru nedensel bir iliĢkinin var olduğu
görülürken; yolsuzluk, kayıt dıĢı GSMH ve Gini katsayısından da vergi affına doğru
nedensel iliĢkinin varlığı görülmektedir
It is seen that tax amnesties are frequently applied in both developing and
developed countries. Tax amnesty refers to the elimination of sanctions against those
who act in violation of tax laws. The main objective here is to generate revenue for
the state to fulfill its public needs. However, although tax amnesty has a positive
impact on tax collections in the short term, it has a negative impact on tax collections
and taxpayer compliance in the long term. It can also cause honest taxpayers to think
that they are being punished, and dishonest taxpayers to think that they are rewarded.
At the same time, tax justice is adversely affected and the effect of tax penalties
decreases.
The aim of this thesis is to examine the effects of tax amnesties. In this
context, VAR impulse-response functions and Granger causality tests are used for
examining the relationship between tax amnesties and tax morale, corruption,
shadow economy, income equality and tax revenue. VAR impulse-response
functions shows that if a one standard deviation positive shock is given to the tax
amnesty,tax morale and shadow economy will be affected negative. On the other
hand, if a one standard deviation positive shock is given to the tax amnesty,
corruption, income inequality and tax revenue will be affected positive. According to
Granger causality results,there is a causal relationship from tax amnesties to tax

morale, income inequality, indirect and direct tax revenues while there is a causal
relationship from corruption, shadow economy and income inequality to tax
amnesty
