Türkiye'de kalkınma planları ışığında eğitimin kalkınmadaki rolü

Abstract

Bu çalısmanın amacı, Türkiye’de kalkınmaya yönelik egitim planlarındaki hedeflerin gerçeklesme durumlarını incelemek ve bu plan ve politikalar dogrultusunda yapılan uygulamaların neler oldugunu belirlemeye çalısmaktır. Çalısmada kullanılan kaynaklar, bu konu üzerine yazılmıs olan çesitli kitap, makale, yüksek lisans ve doktora tezleri gibi onay görmüs yayınlardan ve DPT, TÜ K ve benzeri resmi kurumlardan temin edilmistir. Türkiye’de egitim sorunlarının ve bu sorunları çözmeye yönelik uygulamaların dönemsel olarak analizinde BYKP’ları kullanılmıstır. Egitim ve kalkınma arasındaki iliski bir takım sosyal ve iktisadi kriterlere dayandırılarak açıklanmıstır. Çalısmanın ortaya koydugu en temel sonuç ise; egitim ve kalkınma arasındaki sıkı bag çerçevesinde Türkiye’nin egitim alnındaki sorunlarının kroniklesmeye basladıgıdır. Bu durumun çözümü ise iktisadi ve sosyal açıdan bir birine tam uyumlu ve uygulanabilir planlar hazırlamak, buna paralel olarak da uygulama sürecinde kesinlikle taviz vermemektir.

The purpose of this research is to study the fulfilment rates of the targets in the education programs toward development in Turkey and to try to determine how successful the applications conducted in accordance with these plans and policies have been. The sources used in this study have been gathered from the acknowledged publications, such as various books, articles, Master's and Ph.D. theses, which have been written on this subject and from DPT (State Planning Organization), TÜ K (Turkish Statistical Institute) and similar official institutions. In the periodical analysis of the education problems in Turkey and of the applications performed toward solving these problems, BYKPs (Five Year Development Plans) were used. The relationship between education and development was explained based on various social and economic criteria. The most fundamental result which this study introduced is that the problems of Turkey in the education area had started to become chronic under the framework of the tight connection between education and development. The solution to this situation is to prepare practical plans which are fully compatible with each other in terms of economic and social point of view; and in parallel to this, to compromise never during the application process.
