Kentsel suçların önlenmesine yönelik bir karar destek sistemi

Abstract

Suç kavramı geçmişten günümüze kadar var olmuş ve varolmaya da devam edecek bir davranış problemidir. O halde suçların kontrol altına alınması ve topluma olan zararının en aza indirilmesi gerekmektedir. Bu tez çalışması kapsamında, kent bazında etkin polis atamalarının yapılmasıyla birlikte kentsel suçların önlenmesi amaçlanmıştır. Kentsel suçları önlemeye yönelik olarak Huzurkent karar destek sistemi geliştirilmiştir. Geliştirilen karar destek sistemi yardımıyla karar vericiye farklı senaryolar deneyebilme imkanı sağlanmıştır. Önerilen suç önleme modeli ile polislerin kent bölgelerine etkin bir şekilde ataması yapılmıştır. Huzurkent karar destek sistemiyle birlikte kent bazında toplam suç maliyetleri ve suç sayıları azaltılmıştır.

Crime is a behavioral problem that has existed from past to present and will continue to exist. In this case, crime must be controlled and the damage to the public must be minimized. In the scope of this thesis study, it was aimed to prevent urban crime by making effective police assignments on the basis of the city. Huzurkent decision support system has been developed to prevent urban crime. Thanks to the developed decision support system, the decision maker has the opportunity to try different scenarios. With the proposed crime prevention model, police were effectively assigned to urban areas. With the Huzurkent decision support system, total city-based crime costs and crime numbers have been reduced.
