Hastane projelerinin otopark planlamasında dikkate alınacak hususların incelenmesi

Abstract

Sağlık tesisleri ve hastaneler hiçbir zaman önemini kaybetmeyen kuruluşlar olmuştur. Toplumun ekonomik ve sosyal gelişmesi, nüfus artışları ve tıp bilimindeki ilerlemeler sonucunda hastaneler karmaşık ve büyük yapılar haline gelmiştir. Bununla birlikte hastaneler bulundukları bölgeler ve tüm şehir açısından planlama gerektiren organizasyonlara dönüşmüştür. Sonuç olarak bu denli büyük tesislerin toplumun ulaşımı açısından sorunlara yol açtığı görülmüştür. Ulaşım konusunun başlangıç ve bitiş aşamasında yer alan otopark kavramı da planlama aşamasına dahil edilmesi gereken konulardan biri olmaktadır. Özellikle hastaneler gibi toplumun yoğun olarak seyahat ettikleri kurumlarda uygun biçimde planlanma yapılmadığı durumlarda otoparklar bölge ulaşımı konusunda büyük sorunlara yol açmaktadır. Bu sorunların çözümü için hastane otoparklarının sadece yönetmelikler kapsamında değil, tesis bazında çalışmalar yapılarak incelenmesi gerekli olmaktadır. Ayrıca otopark kavramının tek başına değil bütün trafik elemanları ile birlikte değerlendirilmesi yerinde olacaktır. Günümüzde bu alandaki çalışmalar otopark planlamasının daha detaylı ve verimli olmasını sağlamıştır. Çalışma kapsamında hastane yapıları, hastanelerin kent açısından önemi ve hastaneler ile ulaşım sistemi arasındaki ilişki incelenmiştir. Ulaşım sisteminin bir parçası olan hastane otoparklarının planlanmasında ele alınması gereken faktörler trafik sistemi içinde irdelenmiştir. Yönetmelikler ve tasarım kuralları açıklanmaya çalışılmıştır. Ele alınması gereken hususların birlikte incelenmesi sonucuna varılmıştır. Eskişehir Yunus Emre Devlet Hastanesi’nin yeni binası uygulama alanı olarak seçilmiş, bölgede otopark kaynaklı trafik etkilerinin değerlendirilmesi tahminlere göre yapılmış ve bir takım önlemler alındığında otoparkların hastane trafiğine uygun olabileceği sonucuna varılmıştır.

Healthcare facilities and hospitals have never been without significance. As a result of the economic and social development of society, population increases and advances in medical science, hospitals have become complex and large structures. However, hospitals have become organizations that require planning in terms of regions and the whole city. As a result, it has been seen that such large installations have caused problems in terms of community access. The concept of parking at the beginning and the end of transportation is also one of the topics to be included in the planning stage. Especially in hospitals where there is not proper planning in the institutions where the society is intensely traveled, parking lots lead to major problems in regional transportation. For the solution of these problems, parking lots of the hospital are required not only to be covered by the regulations, but also to perform parking works on the basis of the facilities. In addition, it will be appropriate to evaluate the concept of parking together with all traffic elements, not alone. Today, studies in this area have made parking planning more detailed and efficient. Within the scope of the study, the relationship between hospitals, the importance of hospitals in terms of city, and the relationship between hospitals and transportation system were examined. Factors to be considered in the planning of hospital car parks which are part of the transportation system are discussed in the traffic system. Regulations and design rules were tried to be explained. It is the result of examining together the points to be taken together. The new building of the Eskisehir Yunus Emre State Hospital was selected as the application area and the evaluation of the traffic effects caused by the parking lot in the region was made according to the estimations and when some precautions were taken, it was concluded that the parking lots could be suitable for hospital traffic
