Rüstem Paşa’nın mutasarrıflığı döneminde Cebel-i Lübnan (1873-1883)

Abstract

1516 yılında Yavuz Sultan Selim Lübnan’ı Osmanlı Devleti toprakları arasına kattığında bölgede feodal bir yönetim anlayışı hakimdi. Bölgede üç semavi dinden de insanlar yaşamaktaydı. Lübnan’ın kuzeyinden güneyine uzanan Lübnan Dağı nam-ı diğer Cebel-i Lübnan fiziksel yapısı itibariyle heterodoks mezhep grupları için sığınılacak güvenli bir bölgeydi. Bu mezhep grupları içerisinde Hıristiyan Maruniler ve Şii’liğin bir kolu olan Dürziler söz sahibiydiler. Mezhep çatışmalarının, kaos ortamının eksik olmadığı Osmanlı yönetimindeki Cebel-i Lübnan’da Kavalalı Mehmet Ali Paşa’nın bölgedeki hükümdarlığının bitmesinin ardından 1845 yılında iki kaymakamlık düzenine geçilerek feodalite sona ermiştir. Fakat 1858 yılında patlak veren köylülerin alınan vergilere karşı isyanı 1860 yılında bir iç savaşa dönüşmüştür. Babıali’nin yetkin diplomatı Fuad Paşa bölgeye giderek iç savaşı bitirip suçluların gerekli cezalarını verdikten sonra onun önderliğinde toplanan uluslararası komisyonlar neticesinde 1861 yılında Cebel-i Lübnan Vilayet Nizamnamesi yayınlanarak Cebel-i Lübnan’da Mutasarrıflık idaresi kurulmuştur. Böylece bölgede Osmanlı güdümünde bir otonom yapı oluşmuştur. Bu çalışmada öncelikle Cebel-i Lübnan kavramının nasıl ortaya çıktığı, bölgenin Mutasarrıflık düzenine kadar olan tarihsel gelişimi birçok açıdan incelenmiştir. Sonrasında ise Mutasarrıflık düzeninin işleyişi ve Rüstem Paşa’nın Mutasarrıflık sürecinin hakkında idari ve siyasi analizi yapılmıştır. Bu sayede Rüstem Paşa’nın Mutasarrıflığı döneminde Cebel-i Lübnan’ın detaylı bir portresi sunulmuştur.

When Yavuz Sultan Selim conquered Lebanon, and added it to Ottoman territory, the administrative system was feudalism. The believers living there are from the three monotheisthic religion. The Mount Lebanon which is ranging from North to South was a safe place for heterodox sects. Among theses sects Christian Maronites and The Druzes which is a branch of Shiah, were the majority. In the Mount Lebanon administrated by Ottoman Empire where there is a constant chaos, after the reign of İbrahim Pacha at the region who is the son of Mehmed Ali Pacha, feudalism was ended when the administrative system was changed to two qaim’maqamate system in 1845. But in the year of 1858, a peasant riot broke out against the taxes. In progress of time the revolt was transformated into a civil war in 1860. The experienced bureaucrat of Sublime Porte The Fuad Pacha is sent to Mount Lebanon. He ended the civil war there, made the necessary judgements and penalized the guilty persons. After that an international commission was set up under the leadership of Fuad Pacha. In consequence of these commissions at the year of 1861, Mount Lebanon province regulation was signed and the Governorate of Mount Lebanon was established. With this fact, an autonomous administrative structure were set out under the guidance of Ottoman Empire. In this study, the question of how the concept of Mount Lebanon emerged and what is the region’s situation till the Governorate of Mount Lebanon were examined at first place. Afterwards, an administrative and political analysis of Rüstem Pacha’s governorship had been made. Then the functional system of the Governorate of Mount Lebanon were described. Thus, a detailed description of Mount Lebanon under Rustem Pacha’s Governorship had been presented.
