Batı’nın Türkiye üzerindeki siyasi etkisine yönelik iki söylem örneği : bir MHP-BDP/HDP karşılaştırması

Abstract

Son dönemlerde Batılı ülkelerin Türkiye üzerinde ne gibi etkileri olduğu ve bunlara karşı içerdeki aktörlerin yaklaşımları önemli bir çalışma konusu olmuştur. Bu çalışmada, Batı’yı temsil ettiği varsayılan ABD ve AB esas dış aktörler olarak kabul edilmiş ve bu aktörlerden gelen görüşlere, politika girdilerine karşı Türkiye Büyük Millet Meclisi’nde yer alan MHP ve BDP/HDP’nin tepkileri, yaklaşımları analiz edilmeye çalışılmıştır. Tarafların tepkilerini, hem daha güncel hem de daha evrensel değerler içerisinde inceleyebilmek için Türkiye’nin iç ve dış politikasında öne çıkmaları sebebiyle önemli görülen ve gündemde daha çok yer işgal eden konulara ağırlık verilmiştir. Bu çerçevede ifade ve basın özgürlüğü, anadilde eğitim, örgütlenme özgürlüğü, Kürt kimliğinin tanınması, terörle mücadele ve son olarak Kürt Sorununun çözümüne dair Demokratik Açılım politikası incelenmiştir. Bu alt başlıklar içinde, öncelikle Batı’nın Türkiye’ye söz konusu alanlarda nasıl bir etkisinin olduğu, mevcut duruma dair eleştiri ve önerilerine yer verilmiştir. MHP ve HDP’nin, Batı’nın etkisine karşın nasıl tepki verdikleri, Batı’ya dair beklenti ve karşı eleştirileri, partiler tarafından yayımlanan resmi belgelerle, parti yöneticilerinin açıklamalarıyla ya da fikir ve kanaat önderi olarak kabul edilen aydınların söylemleriyle karşılaştırılmaya çalışılmıştır. Tarafların AB ve ABD’yi model olarak kabul edip etmedikleri, böyle bir modellik ya da kanaat önderliği mevcut ise bunun hangi alanları kapsadığı, hangi noktalarda ve ne derece Batı’dan destek beklendiği, sorunların çözümü için tarafların önerilerinin neleri kapsadığı, bu doğrultudaki ortak ve farklı yönlerinin neler olduğu, Batı’nın evrensel kriterlerinin çözümlerde ne kadar etkili olabileceği ve tarafların bu kriterlere olan güveni, bağlılıkları, çözüme dair görülen engeller sorgulanmaya çalışılmıştır.

Lately, issues such as which effects Western countries have over Turkey and the reactions of domestic actors against these effects have been important study subjects. In this study, USA and EU, which are thought to represent the West, were considered as main foreign actors, and the reactions and approaches of MHP (Nationalist Movement Party) and BDP/HDP (Peoples’ Democratic Party), which are in the Turkish Grand National Assembly, against these actors’ remarks and policy input were attempted to be analyzed. In order to examine the reactions of these forces against both more up-to-date and more universal values, the issues which are considered important due to Turkey’s domestic and foreign policies coming to the forefront became current issues that were concentrated on. Within this scope, freedom of expression and the press, education in the mother tongue, freedom of organization, recognition of Kurdish identity, counter-terrorism, and lastly Democratic Initiative policy regarding the resolution of the Kurdish problem were analyzed. Within these subtitles, the way in which the West has affected Turkey on the aforementioned issues as well as suggestions and complaints about the current situation were included. The manner in which MHP and HDP reacted to the West’s influence and their expectations and criticism towards the West were attempted to be compared with the formal documents issued by the parties, statements of party executives or remarks of intellectuals who are accepted as opinion leaders. Whether these sides accept the EU and USA as a model or not, if there is such acceptance, the fields to be included, the degree and variety of the assistance expectation from the West, the things included within the suggestions put forward by the sides to solve the problems, common and different aspects in this direction, the way in which universal criteria of the West can be influential over the solutions and the trust and dependence of the parties for these criteria, and the obstacles related to resolution were attempted to be investigated.
