Bu çalışmada Türkiye’deki Iraklı mülteciler örneği üzerinden biyopolitika ve devlet ilişkisi irdelenmeye çalışılmıştır. Bu noktada öncelikle biyopolitika kavramı üzerindeki farklı tanımlar ve tartışmalar ele alınmış, ardından biyopolitika kavramının göç uygulamaları içerisindeki yeri, göçmenlere karşı uygulanan biyopolitik önlemler ve göç-biyopolitika ilişkisi tartışılmıştır. Türkiye’nin göç rejimi ve tarihi, Türkiye’deki göç müktesebatı post pozitivist bir bakış açısıyla ve içerik analizi, söylem analizi metotlarıyla incelenmiş, Türkiye’deki göç uzmanları ve Iraklı mültecilerle birebir gerçekleştirilen mülakatlarla çalışmanın nesnel yönü güçlendirilmiştir. Sonuç bölümünde mülakatlarda elde edilen sonuçlar analizlerle karşılaştırılarak Türkiye’de hali hazırda uygulanmakta olan göç uygulamaları ve müktesebatı tahlil edilmeye çalışılmış ve bu politikaların göçmenlerde nasıl karşılık bulduğu mülakatlarla anlaşılmaya çalışılmıştır. Çalışma hem nitel hem de nicel yöntemleri kullanarak post-pozitivist ve yorumsamacı bir paradigmayla kavramları ele almayı hedeflemektedir.
In this study, the relation between biopolitics and the state was examined through the case of Iraqi Refugees in Turkey. At this point, firstly, different definitions and debates about biopolitics were discussed. After that, the concept of biopolitics place within migration practices, biopolitical precautions against immigrants/refugees and migration-biopolitics relation were challenged. Turkey’s migration regime and history, along with the migration acquisitions in Turkey, were examined by using content analysis, discourse analysis with post-positive perspective. Also, the objectivity of the study was strengthened via interviews in which both the migration experts in Turkey and Iraqi refugees participate. In the conclusion section, the results of interviews and the analyses were compared and thereby an effort was made to resolve and explain the current migration practices and acquisitions in Turkey. To sum up, this study aims to deal with the post-positively and hermeneutical paradigm through using both qualitative and quantitative methods.
