R-1 numaralı Rusçuk Şer’iyye sicili’nin çeviri yazısı ve tahlili (H. 1066-1068/M.1656-1658)

Abstract

Bu tezde, Osmanlı Devletinde mahkeme kayıtlarını içinde barındıran şerʻiyye sicillerinden biri olan R-1 No‟lu Rusçuk ġerʽiyye Sicili‟nin çeviri yazısı ve tahlili ortaya konulmaya çalışılmıştır. Sicil çalışması, XVII. yüzyılda Osmanlı Devleti‟ne bağlı bir bölge olan Rusçuk‟a ait olup R-1 No‟lu defterin günümüz Türkçesine aktarılması ve değerlendirilmesi amacıyla yapılmıştır. Bu çalışma ile değerli bir materyalin, araştırmacıların kullanımına sunulması hedeflenmiştir. Defterin Latin alfabesi ile yazımı sırasında basit transkripsiyon kuralları uygulanmıştır. Transkripsiyonu yapılan metindeki hükümler, tarihsel bir bakış açısı ile değerlendirilmiştir. Ana metine geçmeden önce Osmanlı hukuk sistemi ile Rusçuk ve çevresinin tarihi hakkında kısaca bilgi verilmiştir. R-1 numaralı Rusçuk ġerʻiyye Sicili, Bulgaristan‟ın Milli Kütüphanesi‟nde mevcut olan ve Sofya‟daki Cyril ve Methodius Kütüphanesi ġark Koleksiyonu‟nda bulunmaktadır. Bu sicil ve Rusçuk ile ilgili diğer siciller Tarih bölümü öğretim üyelerince üniversitemize kazandırılmıştır. Çeşitli konularda 203 adet hükmün yer aldığı defter, dönemin siyasi, kültürel, ekonomik ve askeri yönleri hakkında bilgi vermektedir. Hükümlerden edinilen bu bilgiler doğrultusunda Osmanlı Devleti‟nin taşradaki uygulamaları ve Rusçuk‟un Osmanlı tarihindeki önemi gözler önüne serilmeye çalışılacaktır.

In this thesis, it was attempted to reveal the transcription and analysis of the Ruse Court Register Records the R-1 number which is one of the court registers of the Ottomon Empire. It means court records. The register work belongs to Ruse that is a city connected to the Ottoman state in the 17th century. The aim of this study is to translate and evaluate the register, numbered R-1. This study aimed to present a valuable material to the service of the researchers in Latin Alphabet. In this study simple transcription rules were applied. The transcription provisions have been evaluvated from the historical point of view. Before the main text, information about the Ottoman legal system and the history of Ruse and its surroundings were given. R-1 numbered Ruse court register is located in the library of Cyril and Methodius in Sofia. This register and other records related to Ruse were brought to our university by the lecturers of history department. The book which contains 203 judges on various issues, provides information about political, cultural economic and military aspects of the period. In accordance with the information obtained from the provisons, the practices of the Ottoman state in the provinces and the prominence in the Ottoman History of Ruse are revealed. In addition, the text which was studied, is orijinal and historical document that can be used by the researchers.
